Canada’s Strategic Choices in Defense Procurement

Before Canada commits to any major military trade or procurement deal whether submarines worth trillions with the UK or advanced systems with other allies it is essential to fully assess who our long-term partners will be. Canada’s security is deeply tied to NORAD and the United States, and every procurement decision must strengthen, not weaken, those alliances.

Parliament has a responsibility to ensure Canadian defense spending serves Canada first. Costly missteps in procurement risk undermining our navy, our sovereignty, and our taxpayers’ trust. Transparency, accountability, and strategic foresight are not optional they are obligations.

A failure to do this homework will not go unnoticed. Publications such as Canadian defence Review and the Canadian Chamber of Commerce already highlight how poor procurement decisions weaken Canada’s credibility and security posture.

Canada cannot afford “bad decisions” in defense. Our armed forces and Canadians deserve investments that strengthen deterrence, modernize capabilities, and ensure we remain a reliable partner in North America and beyond.

  • Capabilities & concepts: FD assesses the defense capabilities and emerging technologies that are shaping the battlespace and proposes novel concepts for employing these systems to support US defense strategy.
  • Resourcing & acquisition: FD facilitates government and private sector collaboration to strengthen the defense industrial base, overcome barriers to innovation adoption, and navigate resource tradeoffs to field capabilities in relevant timeframe

The Department of Defense needs a clear roadmap to counter today’s myriad security challenges—from strategic competitors and regional aggressors to violent extremist organizations and climate change. Strategic thinking is essential in order to align priorities and ensure US and allied national security.
